What is PPE?

Personal Protective Equipment (PPE) refers to wearable items and clothing that protect individuals from possible health and safety risks at the workplace.

PPE is particularly important for those working in construction and in hazardous environments, for use when all other safety precautions have already been put into place but there may still be a risk to workers.

Employers have a responsibility to provide their workers with the correct PPE for their job, and ensure that it is maintained and used correctly.

PPE Legislation

PPE and associated products fall under the Personal Protective Equipment at Work Regulations 1992, a set of regulations created under the Health and Safety at Work etc. Act 1974.

These regulations came into place on 1 January 1993, and they clearly define an employer’s duty to ensure that the correct personal protective equipment is provided to employees that are working in hazardous conditions.

Where products are sourced from external organisations which hold technical files relating to the products being offered, this company will request confirmation that these files are current, complete, contain appropriate conformity assessment information and, where relevant, regulatory compliance certificates and will take all necessary steps to confirm the validity of the compliance documentation held by that external supplier in respect of the products being sourced.

Where services are provided related to safety equipment sourced from external organisations, Essential Workwear will maintain approval from the manufacturer that the services provided are assessed and

approved by the external organisation.

When is PPE required?

PPE should always be considered a last resort, required by law to be provided when all workplace risks have been assessed, controlled and deemed that extra protection is necessary.

The reason for this is that by taking effective control measures to minimise external health and safety risks, this is protecting everyone in the workplace whereas PPE only protects the individual wearing it. By minimising these external risk factors, you can reduce or eliminate the need to provide PPE to workers.

Hierarchy of Hazard Controls

The best way to conduct thorough workplace assessments and apply suitable measures is to work through the hierarchy of controls.

A risk assessment should be carried out in order to decide whether or not a worker requires PPE. All equipment to be provided should be tailored to each individual depending on the job they are doing, and the hazards involved.

1. ELIMINATION

The process of physically removing a hazard from the workplace, such as a particularly dangerous piece of equipment or obstacles.

2. SUBSTITUTION

Replacing a hazard with something less dangerous, such as using a less hazardous chemical on site.

4. ENGINEERING CONTROLS

Reducing employees’ exposure to a hazard, i.e. by installing a barrier to shield noise or ventillation systems to remove emissions.

4. ADMINISTRATIVE CONTROLS

Overhauling or changing the way people work to reduce their exposure to particular hazards.

5. PPE

As a last resort, providing workers with adequate Personal Protective Equipment.

Correct use of PPE

When an employer is required to provide protective equipment for an employee, they are also duty bound by law to ensure that it is being used correctly.

Maintenance systems are critical to guarantee the long term effectiveness of protective equipment. PPE manufacturers and suppliers will distribute maintenance schedules alongside any equipment and these should always be adhered to.

When storing PPE employers need to consider protection from the elements, tampering and theft. Equipment can become contaminated by rain and sunlight if it isn’t stored away safely.

Types of PPE

There is no ‘one size fits all’ approach when it comes to PPE, as different hazards will be present depending each job, the equipment used and the site being worked on.
